HEC Quaid-e-Azam Memorial Fellowship 2026 — Applications Open

The Higher Education Commission (HEC) has announced the Quaid-e-Azam Memorial Fellowship Program, a specialised international research fellowship aimed at promoting advanced academic research on the life, vision, thought, leadership, role and contributions of Quaid-e-Azam Muhammad Ali Jinnah.

The programme provides an opportunity for eligible Pakistani scholars enrolled in PhD programmes in Pakistan to conduct research at leading international universities. The initiative is intended to support high-quality research and contribute to a deeper academic understanding and preservation of Quaid-e-Azam’s political and constitutional thought and legacy.

Who Can Apply?

According to HEC’s eligibility criteria, applicants must be Pakistani/AJK nationals enrolled as full-time PhD students at recognized universities in Pakistan.

Applicants must have completed at least 18 credit hours of PhD coursework and must have between 18 months and 3.5 years of PhD enrolment at the time of application. For this batch, the PhD enrolment date must fall between Spring 2023 and Spring 2025, inclusive.

Applicants must also have an approved PhD research topic and synopsis from the relevant university authority and must have passed the required GAT Subject Test or university admission test at the time of PhD admission/enrolment.

Another important requirement is an official acceptance or invitation letter from an eligible foreign university, institute or laboratory. HEC also specifies requirements concerning the ranking of the host university and the proposed foreign supervisor.

Fellowship Benefits

The fellowship package provides selected scholars with financial support subject to HEC’s terms and conditions.

The package includes:

• Return economy-class airfare, up to USD 1,300
• Monthly living allowance, with the amount varying according to the host country
• Eligible bench-fee support, subject to the conditions specified by HEC

For example, HEC lists monthly living allowances of £750 for the UK, €975 for Austria/Germany/Netherlands, $1,500 for the USA, and $800 for Korea, China and Malaysia, among other country categories.

Bench fees may also be reimbursed where they are specifically required and stated in the original foreign university acceptance letter.

Required Documents

Applicants should prepare the documents required by HEC before submitting their applications. These include the foreign university acceptance letter, foreign supervisor’s proforma and CV, approved PhD research synopsis, recommendation from the local PhD supervisor, academic documents, applicant CV and passport copy, among other documents specified by HEC.

Applicants who are already receiving another HEC scholarship or are employed may also need to provide the relevant NOCs.

6 October 2026 to 30 October 2026

Applicants should ensure that their complete documentation is submitted through the prescribed application process before the deadline. Incomplete applications will not be entertained.
